League President – Elected Officer. The League President shall:
• Oversee all operations of the league and assumes full responsibility for the operation of the league.
• Be responsible for the conduct of the league in a strict conformity to the Bylaws, policies, principals, rules and/or other ethical provisions adopted by the League.
• Execute all contracts that bind the league financially or in any other matter.
• Preside at all sessions of the general membership.
• Coordinate all league activities and events.
• Have the authority to co-sign all checks written by the Treasurer.
• Appoint all committees concerning all matters pertaining to the league.
• Chair all board meetings.
• Understand and be able to interpret all Bylaws adopted by the organization.
• Vote at a board meeting only in the event of a tie, and
• Have the tie breaker vote only for any grievance committee meeting, if needed.
Vice President – Elected Officer. The Vice President shall:
• Preside over all league matters in the absence of the League President, or act on behalf of the League President, when he or she makes such delegation.
• Assist the President in all aspects.
• Serve as chair for all committees of the league and shall attend all of said committee meetings except for good cause.
• Serve as tournament chairperson and is in charge of matters for the All-Star selection process.
• Co-sign all checks written by the Treasurer in the event that the President is unavailable to do so.
• Attend all Board meetings and vote in all matters, except for good cause.
Secretary – Elected Officer. The Secretary shall:
• Assure that all minutes are kept and maintained for all meetings of the Board.
• Record and keep record of all individuals who are in attendance at Board meetings.
• Record and keep record of all keys given out to Board members, Team Managers, and Concession Stand Manager and Committee and collect keys at the end of each calendar year.
• Maintain copies of all league correspondence.
• Ensure that notice is given of all League Meetings in accordance with the provisions set forth in these Bylaws.
• Perform such other duties as needed as assigned by the League President.
• Attend and vote at all Board meetings except for good cause.
Treasurer – Elected Officer. The Treasurer shall:
• Be responsible for management of all funds for SYAA.
• Attend all meetings of the Board, except for good cause, and provide a detailed report at each league meeting of current financial situation. This report will be read and then provided to the league secretary for proper filing.
• Co-sign all check written by the league, with either the League President or Vice-President.
• Be responsible for maintaining all receipts and pertinent records regarding the financial matters of SYAA.
• Oversee the concession stand account and report on this account at monthly meetings.
• Ensure that all accounts are in order for an audit at the end of each league year.
• Vote at all board meetings except for good cause.
• Shall be responsible for keeping an account of all league revenue and expenditures.
• Dispenses league funds as approved by the Board of Directors.
• Reports on the status of league funds.
• Keeps local league books and financial records.
• Prepares budgets and assumes the responsibility for all local league finances.
Commissioner(s) – Elected Officer. (Three, one for each field. 6U/8U, 10U/12U, 14U/18U) The Commissioner(s) shall:
• Be responsible for operations, including scheduling of practices and games and scheduling of umpires.
• Recommend team managers to the Board of Directors for approval.
• Supervise the drafting of players and team make up for all divisions.
• Attend all Board meetings and vote, except for good cause.
Coaching Coordinator – Elected Officer. The Coaching Coordinator shall:
• Represents coaches/managers in league.
• Presents a coach/manager training budget to the board.
• Gains the support and funds necessary to implement a league-wide training program.
• Orders and distributes training materials to players, coaches and managers.
• Coordinates mini-clinics as necessary.
• Receives and distributes coaching information from Pony/HAAA and distributes to all coaches and managers.
• Responsible for overseeing all programs and development opportunities relating to managers, coaches and players in the baseball program.
• Schedule, conduct and monitor all clinics, seminars, or other development affairs.
• Prime contact with High School Varsity/Junior Varsity and Middle School coaches. Works with school coaches to tailor all development programs to act as a feeder programs to the schools.
• Responsible for Monitoring and evaluating the development and progress of all managers and coaches in the League (coordinated with VP Baseball and League Commissioners).
• Diligently works to continually teach managers and coaches correct basic player skills, as well as managerial skills.
• Institutes and updates all printed development vehicles, such as manuals, flyers, internet correspondence, etc.
• Responsible for making information available to all managers, coaches and players as appropriate.
Equipment Manager – Elected Officer. Equipment Manager shall:
• Orders and manages all playing equipment for season / tournament play (including balls, books, catchers equipment, etc).
• Maintains accurate records of who receives equipment and responsible for ensuring the equipment is turned back in to the league at the end of each season.
• Maintains uniforms Issues and collects team equipment from each manager.
Event/Volunteer Coordinator – Elected Officer. Event/Volunteer Coordinator shall:
• Coordinates Volunteers as needed by different Board Positions. (Examples: Field Clean Up Day, End of Season Party, Cash Bash, Sponsorship Events, Registration, Evaluations, etc.)
• Prepare a budget, with the assistance of the Treasurer, for all Local League events, including tryouts, drafts, opening day, special game nights, closing ceremonies, All-star tournaments, etc.
• Purchase required equipment and supplies necessary to execute Local League events.
• Organizes and implements approved Local League events.
Facilities Manager (plus three Field Managers, optional) – Elected Officer. Facilities Manager shall:
• Organize and oversees the three field managers.
• Oversees Maintenance to all fields and common spaces.
• Manages and organizes field clean up day(s).
• Ensure that playing fields and common spaces are free of debris and trash.
• Research prices and orders supplies for fields.
• Must have knowledge of irrigation, field upkeep and be able to make written recommendations regarding improvements for our fields to the board.
• Must be well organized
• Must be able to able to delegate and manage the field managers and assist with weekly maintenance of the field throughout the season and post-season tournaments as necessary.
• Train coaches and others on proper way to set up field prior to games and clean-up following games.
• Must be able to work well with others in order to improve the condition of our fields.
• Must close down field at end of last post season game (clean up field, make sure all tools are put away, and locks are on all fences.)
• At final meeting of the year provide a status of improvements for the field in that past year as well as recommendations for future improvements and their cost.
• Present to the board with recommendations for future field manager.
Fall Ball Program Director – Elected Official. Fall Ball Program Director shall:
• Be responsible for coordinating with all Board members to plan and execute the fall baseball and softball programs.
Field Manager – Appointed by the Facilities Manager. Field Manager(s) shall:
• Work directly with the Facilities manager in order to maintain and improve the fields.
• Responsible for communicating all field issues to the facility manager.
• Coordinate care and maintenance of his/her assigned division’s playing fields, bullpens and batting cases (where applicable).
• Assist the Field Manager in maintaining communication between the Board of Directors and the Managers and Coaches, with regard to field care and maintenance for his/her division.
League Information Officer – Elected Officer. League Information Officer shall:
• Responsible for matters relating to the development, distribution, and maintenance of the Association communications, including registration entries, volunteer applications, and the Association’s website.
• Sets up and manages league’s official website.
• Sets up online registration and ensures the league rosters are uploaded to Little League.
• Assigns online administrative rights to other local volunteers.
• Encourages creation of team web sites to managers, coaches, and parents.
• Ensures that league news and scores are updated online on a regular basis.
• Collects, posts, and distributes important information on league activities including direct dissemination of fundraising and sponsor activities to Little League, the district, the public, league members, and the media.
• Serves as primary contact person for Little League and Dick’s Team Sports HQ regarding optimizing use of the Internet for league administration and for distributing information to league members and to Little League International.
• Provides player, coach, and manager records to Little League International in electronic format.
• Prepare a budget, with the assistance of the Treasurer, for the Local League’s Information Technology (“IT”) requirements.
• Manages the Local League’s official website, using an IT solution approved by the Board of Directors.
• Manages online registration setup with assistance from Local League Registrar.
• Assigns administrative rights to league volunteers and teams with regards to Local League’s website.
• Ensures Local League news and scores are updated on a regular basis.
• Collects, posts and distributes important information on Local League activities to Little League Headquarters, District, Board of Directors, League Members, Media and the public.
• Serves as primary contact person for Little League and approved IT solution provider regarding optimizing use of the Internet for league administration and for distributing information.
• Responsible for maintaining Local League membership and roster data within Little League Headquarters data center.
Safety Officer/Risk Manager – Elected Officer. Safety Officer/Risk Manager shall:
• Develop and oversee implementation of a Safety Program, to include the development of a Safety manual containing league safety policies and procedures.
• The Safety Officer will also function as a Risk Manager and be responsible for overseeing that insurance coverage(s) are up to date and in place relative to Association Activities.
• Coordinates all safety activities.
• Ensures safety in player training; ensures safe playing conditions; coordinates reporting and prevention of injuries.
• Prepare a budget, with the assistance of the Treasurer, to implement a league-wide safety program.
• Be responsible to create awareness, through education and information, of the opportunities to provide a safer environment for youngsters and all participants of Little League Baseball.
• Develop and implement a safety plan (e.g. Little League’s ASAP Program) for increasing safety of activities, equipment and facilities through education, compliance and reporting.
• Should facilitate meetings and distribute information among participants including players, managers, coaches, umpires, league officials, parents, guardians and other volunteers.
• Should promote safety compliance leadership by increasing awareness of the safety opportunities that arise from these responsibilities.
• Define a process to assure that incidents are recorded, information is sent to Local League, District and National offices, and follow-up information on medical and other data is forwarded as available.
• Evaluate players for any safety issues during tryouts, and make subsequent recommendations to the Board of Directors thereof.
Sponsor/Fundraising Manager – Elected Officer. Sponsor/Fundraising Manager shall:
• Solicits and secures local sponsorships to support league operations; collects and reviews sponsorship and fundraising opportunities.
• Organizes and implements approved league fundraising activities.
• Coordinates participation in fundraising activities; and maintains records of monies secured through sponsorship and fundraising initiatives.
• Prepare a budget, with the assistance of the Treasurer, for the Local League sponsorship program.
• Solicits and secures local business sponsorships to support Local League operations.
• Collects and reviews sponsorship opportunities.
• Maintains records of monies secured through sponsorship initiatives.
• Prepare a budget, with the assistance of the Treasurer, for the Local League fundraising initiatives.
• Organizes and implements approved Local League fundraising activities.
• Maintains records of monies secured through fundraising initiatives.
• Responsible for securing and implementing team photography services.
Uniform Coordinator – Elected Position. Uniform Coordinator shall:
• Prepare a budget, with the assistance of the Treasurer, for purchase of team uniforms and Board of Directors attire for the entire season (including All-Stars).
• Make purchases necessary to properly uniform Local League teams, including jerseys, caps, patches and pins.
• Make purchases necessary to properly uniform Local League Board of Directors, including shirts and caps.
• Ensure that all Little League uniforms are kept in approved storage sheds.
• Coordinate distribution of Local League issued uniforms for each team.
Concession Stand Manager (plus up to 5 Concession Stand Committee Members)– Appointed Position. Concession Stand Manager shall:
• Maintains the operation of concession facilities.
• Organizes the purchase of concession products.
• Responsible for the management of the concession sales at league events.
• Schedules volunteers to work the concession booth during league events.
• Collects and reviews concession related offers including coupons, discounts, and bulk-purchasing opportunities; and organizes, tallies and keeps records of concession sales and purchases.
• Prepare a budget, with the assistance of the Treasurer, for the purchase and sale of concession products for the entire season, including All-Star post-season.
